Gray Goo Armor Upgrade Question?

Hi, so I have a Thermal Pack, and am lvl 8 but even with the Gray Goo Armor either equipped or in inventory, I can't get the armor to upgrade! Is there something I'm doing wrong or am missing?

That should be all you need. Are you going to her menu and trying to talk to her?

If I'm remembering correctly don't you have to have used one while she is equipted I could be wrong though.

No, it is just having a thermal pack in inventory.
