I just fought the rusher on Markus and when I reached the sex part I noticed she had BLUE GLOWING TATTOOS and I want to know if I ca get them. I Vaguely remember getting them after a dream but I'm not sure, any help would be appreciated.

You might be thinking of Primarditatts, but they're not blue.

You can also get various accent markings from Pickmentation, Sky Sap (Vanae) or Snake Shake with Boobas (Slyveren).
