I was trying to encounter the Host Shbukuchi agents and remembered them appearing in Tavros 'Red Light District' and have been wandering up and down the 'Red Light District' tiles for multiple in game days, thinking I encountered a bug I searched the forum for the design doc and found out the ecounter is on this tile:
In game this tile appears as a 'Merchant's Thouroughfare' tile explaining why I couldn't encounter it.
I feel like an idiot, but hopefully this post gets it fixed/noticed by other people who can't figure out what they are doing wrong after checking the wiki.
