Frozen Tower at the northwest part of the glacier, past Winter City. Seems to just be one room with nothing in it, no matter what I've tried. Have I overlooked something, or is it part of something that isn't finished yet?

While I can't state from experience since I only have one champ, I do recall that the tower is integral to getting Brint's cryo skill set.
That's pretty much all it was used for. That and having an actual permanent camp set up in there since camps degrade over time anywhere that's not the starting areas.
