Freeing Kiyoko

Ok so I've done everything to the point of getting Evergreens pouch back, and now I'm stuck. Who do I talk to to free Kiyoko? I don't know who the "Colonial Governer" the wiki speaks of is. I haven't played in a bit, so is it a character I forgot about?

Is there a fluff dungeon? Where?

The Frostwood.

The only building in the Frostwood is for the tanukis. I was not able to find anything else

It's in the upper left of the Frostwood once Evergreen has given you the mission to get her bag back. Once the dungeon is complete you have to return to Evergreen before you can go back to the Den.

Is strange, but i never tried to do any task from Evergreen, that is the reason why I never found the Fluffy Den before. Thank you for the assistance.
