[Fixt] [0.69.420-PUBLIC#1793] Distorted NPC images

Some NPC images are now squished. Maybe this was done when the images were changed to WebP.
First image is what Bizzy currently looks like and the second is what she used to look like.

I've reported this to Gedan for investigation.

Fixed; the webp tool just uses slightly different values for its cropping range and we use the cropping so infrequently that I missed it being off.
