Exhibitionism: What counts as fully clothed?

If you use a set of armor that fully covers you, but you go commando and with no bra, does that count as "fully clothed", thus reducing your exhibitionism?

Or does it explicitly have to be revealing armor for the rating to not go down?

Going commando keeps your exhibitionism from reducing. As does getting the exhibitionist perk.

With the reworks to the exhibitionism scores, there are tiers to how much the stat drops. All items in all slots reduces it the most, then next is 2 articles, then 1 article. I forget if the slot the article of clothing fits in determines any further changes to the decrease, but until proved otherwise or I find it in the code I'm going to go with my gut and say it might.
