As far as I can tell, you do need to do her 'Walkies' scene once. Fortunately, 'Public Pet' raises Exhibitionism and is repeatable. Do that about 20 times and you should be able to take her out for Walkies and advance the relationship. Your Exhibitionism score will decrease over time, so you shouldn't have to worry about becoming an Exhibitionist if you don't want to.
