Stat priorities varies per class and perks in use. Each class has their own distinct defensive option that lets them disproportionally benefit from certain stats, wheras each class also has distinct options for dealing damage that favor specific weapons.

Energy weapons get bonuses from Tech Specialist, but do not get bonuses from Mercenary.

I'm assuming this is refering to equipment that also have 'Shield Defense' as well? (Shield Aug Bracers, for example)
If so, I'm pretty sure it's bugged right now and 'Energy Use' actually does nothing.

If I were to guess what the intented effect was, I would think it would be to increase the energy use on ship equipment.

In theory, Mercenaries want bonus HP and Defense, Smugglers want Evasion and Tech Specialists want Shields. Or that's how it's supposed to work.

In practice, I find Shields to be very good for Mercenaries because if you're taking HP damage, when you recover with Second Wind, you'll get hit for more damage that turn. I haven't stacked Evasion on a Mercenary. It might be good, especially with the +15% from Riposte.

I've run a Melee Drone Tech Specialist all the way to Zheng Shi in Atma Armor, where I switched to Augment-Weave. Deflector Regeneration is very powerful if you keep your Intelligence up.

Smugglers want Evasion, but it now caps at 50%, so anything beyond that is wasted. Cloak and Dagger gives 5% after making a normal attack, so you can probably get away with 45%. I recommend focusing on Shields after reaching the cap.
In my opinion, Flags are more important than raw damage. Stun Chance in particular is extremely valuable, since Stun prevents the enemy from attacking for 2 rounds, all attacks vs a Stunned target automatically hit and it enables Sneak Attack/Aimed Shot. It was also changed to be based on your attack stat instead of an independent chance. At low stat, you'll never get it, at high stat, it will go off every other round.

The +20% to certain weapons for Mercenaries and Tech Specialists only increases base weapon damage, so it's not as much as it sounds.

In general, you want to specialize in either Melee or Ranged. If you want to go Melee, you'll want to either get Wings or the Light Jetpack Accessory (unless you're a level 10 Mercenary). The other slot can be used for passive stats. Ranged primary have better things to put in the Melee slot, like Trick Bracer or Rouser. Melee primary is probably best off using the Warden Shield in the Ranged slot.
If you're Melee, don't want Wings and aren't a level 10 Mercenary, the Light Jetpack is almost required. +10 Evasion isn't bad, though.
Drone Techs probably want to use a Drone. I usually use Tam-Wolf 2.0. I've found Dr. Bager's Siegewulfe very useful for Tease builds early on.

This is a Codex display bug, you just didn't notice before you went to Dr. Lash. It might have something to do with the Codex formatting overhaul they're doing. There are several other errors.
