Playing on the latest version, and Elthara showed up the first time, but I manually waited in the Wayfort for over 20 days and she didn't show up again. Is this a bug, or am I doing something wrong?

Uhhh, she showed up again for me multiple times. You'll get a letter at the Frost Hound upon waking (or possibly entering, but I just kept cycling Sleep to pass time) whenever she's on her way to the Wayfort. It's easy to miss if you're advancing the text quickly. Especially since the subsequent letters are much shorter than the initial one and if you're not paying attention you might think they're the tail end of a dream sequence.
