The latest version is 0.9.016. It sounds like you're on the final flash version?

She's supposed to appear from 6:00 until 17:59; however, if you've received the rally invite from Irellia's quest, she won't appear until you go to the rally and report the rebel plot (or time out on reporting it).

You can export/convert your saves from 0.8.160, though you should unequip your accessory first, as whatever's in that slot tends to disappear during the conversion process.

I believe that bug has been fixed. You might still unequip the Accessory just to be sure. You can also use the Cheat Menu to get it back if it was unique.

I don't think it's possible, but you can go Naga, get 6-10 rows, then change back. The extra rows won't be removed.

Assuming it hasn't been changed, you have to overdose on Estrobloom and Tittyblossom before taking FrontRack Cream to get to seven rows (ten if naga/goo). You can see the details on its wiki article.
I don't know who the hell added that prerequisite, and I really wish it was changed. I wrote the item so that it gave Steele as many rows as possible AND keep it gender/sex neutral (multipecs!). Hence why I wrote a chance of failure -which, I think, wasn't included after implementation- for the item.
