Ditz Speech?

So I was browsing over the wiki, and came upon the description of the Ditz Speech perk, and it sounded like something really fun to have... but then from what I saw from the wiki, the only ways to get it are either the dumbfuck pill or treatment, both of which come with a whole bunch of other, mostly negative 'perks' that I really don't want. So I am wondering, is there any way to get Ditz Speech perk without any other, character crippling perks tagged along?
