Trying to go for the cyborg perk with gablinola so I can get the intelligence boost but cant find any info on how to actually get cybernetic enhancements in the first place, does anyone know where/how to find them?

Not yet implemented. I've heard that cyborg eyes will be implemented and available on Dhaal in the relatively near future, though.
When implemented it probably will add more weakness to eletricity so if your playing tech betterlook up some gear to minimize eletric weakness
Currently, the Cybernetic Synchronization Intelligence boost is based off of Synthetic Racial Score. Last I heard, Cybernetics were going to be effectively another Accessory slot(s). We'll see if Cybernetic Synchronization will be adjusted for that.
Hopefully, it'll also help with your weakness of not being able to recognize a cheap excuse to post a goofy pun and Archer reference.
