So hey, I picked up the Dracian Blood while in the keep and it says that it may be of use to a certain redhead (I presume Viviane), but I do not see the option to do that interaction with her. Is it not made yet or have I come to the wrong conclusion?

It's not in yet! It's an ingredient for the dragon tf that'll be dropping soon
I think it might either go one of 4 ways. 1: It is a dragon tf but only for Daliza, 2: It's a dragon tf for your character only, 3: it's a dragon tf that you can decide between using for your character, Daliza or someone else or 4: They might make it similar to the Ember content from CoC1 where you make Daliza into either a full dragon like Dragonlyn or half-dragon like Dragoon Azzy and you can ask to drink from her blood to get some of the power from it and the more you drink, the more draconic you become.
