Bigger Guns was dubious when it was first added, because Mercenary is highly incentivized to invest in Physique, but it's become anti-synergistic with Level 11 and 13 Perks.
1. Sturm and Drang's (Level 11 'Ranged' special) initial hit is Physique based, because it's melee. If you dumped Physique, it's fairly likely to miss, canceling the whole combo. If you pumped Physique, you don't need Bigger Guns.
2. Second Skin only has an effect if Steele is wearing Power Armor. Power Armor removes the need for Bigger Guns.
3. Mercenary's only hard disable (Headbutt) is Physique based.
4. Mercenary is the only class that must use Physique to escape Grapples. The others can substitute other stats or have an auto-escape ability.
5. Mercenary gets bonus Willpower for high Physique.
I suggest making the accuracy of Melee weapons (or at least the first hit of S&D) be based off Aim if Steele has Bigger Guns. The damage isn't important; the attack just needs to hit. Maybe waive the 'has to hit' clause?
Maybe an additional Evasion bonus when wielding a Power Armor/Requires High Physique weapon while wearing Power Armor. Those weapons usually have an Evasion penalty which stacks with the Power Armor's penalty, disincentivizing actually using Power Armor weapons with Power Armor.
Note: I don't expect this to be 'fixed' in a short timeframe. I just think it's worth considering.
