I didn't add a game version since this problem is something wrong with my save file.
To put it short, I'm missing multiple codex entries that I should have, the most notable being the Kitsune, Harpies, Old Country, the gameplay entries, and I think one more race one.
I save edited my game but the only changes made were:
- removing "Bubble Butt" perk
- giving myself the Whitewood Bow and the Blade Staff
- giving myself some stealable powers
- making it so the Harpy Wingleader would visit my pc at night after kicking her out
- Gave Kiyoko 25,000 exp after freeing her cause I didn't wanna grind
Even still, this problem was present even before I started save editing.
