Why is it that your companions have more attribute points than the player?

Why is it that your companions have more attribute points than the player?

Because they are much less dynamic and customizable than the player character. They have preset perks, powers, and gear.

Their powers also don't scale up like the player's do; they basically eternally use level 1-2 powers. Aside from Ults, obviously.
