Can't get Azra Expedition to activate [v 7.70]

I keep getting looping conversations with her, and when asked about the expedition she just responds, "I'm not, my research into the local biomes leads me to believe that we would be better served spending our time on another world until we are more prepared for the dangers ahead."

I'm level 9 and on Uveto, any ideas why it wont activate?

You have to ask her on the planet she wants to explore--in this case, the only expedition available is on Mhen'ga.

I am on mhenga, we went on an expidition, and afterwards she refuses to go on any more expiditions

For now there's only her first expedition. Fenfen will be writing her second one on Tarkus soon
