Yes, stairs are very inconsistently treated. Go to the space elevator on Uvento. There's a button "space elevator" that takes you all the way down to the surface in one go. BUT, there is also the "down" button in the navigation. Does it ALSO take you all the way down? NO, it takes you to a halfway state that has no interactions, and you have to click it again to get to the surface.
This code base seems to me to be what I like to call "high entropy" - it has lots of internal micro-states that are indistinguishable at the macro level, but add to the complexity of developing and maintaining it. That's likely why things are slowing down - every time they do something, they find there are several code paths they did NOT take into account that break. It looks like they have been trying to reduce the entropy - get to the "there's one way to do it" ideal design, but when you have this much entropy, it takes a lot of work to bring it down.
