Can't encounter Korgonne

I’m not posting this in the bugs thread, because it’s likely just operator error but I haven’t been able encounter Korgonne at all. I’ve been all over the icy sections of Uveto, caves and all, and I haven’t seen a one.


So do they only proc at a certain time, am I doing it wrong, or is my save potentially bugged?
