Can't do communal bath?

Right now I have Bath Girl (tits reduced to HHH), Valeria and lover Heila. Yet when I click the Bath Time! option on Bath Girl, I don't get the option to do a Communal bath? Do I need more followers before I can do this or something?

"You need at least 3 valid participants (excluding yourself and the Bath Girl) to get access to the Communal Bath option"

Huh, I missed that the first time. But right now I also have lover Isabella, and yet the option still isn't open?

As far as I can tell I should have 3 participants - Heila, Isabella and Valeria?
