Can't beat "The War Queen"

The first phase of the fight is easy enough. Just shoot pay attention to cover move every once in a while.

The second phase completely kicks my ass up and down the garden path over and over again. I can't seem to deal any real damage to the queen herself and her endlessly spawning minions don't make things any easier. i tried using the tranquilizers on her but they don't seem to actually do anything? Some dialog happens I get shot at and then nothing changes the fight just continues? I guessed that your supposed to weaken her or something then try to tranq her but again as I said earlier I can't seem to deal enough damage even when I spam those over powered thermal grenades that you get as smuggler.

I tried reloading an earlier save and looking around I found some more loot and a bunch of "Lustoxin" grenades but those seem as useful as a screen door on a submarine.

Am I using the wrong kind of rifle (The Salamander rifle) or something? is there a special item/weapon/dialog I missed?

Hitting her with the tranquilizer is a strength/reflexes check (whichever of yours is greater). If you fail you take damage, if you hit she becomes very vulnerable to lust attacks and gets some substantial stat penalties. It's a tough check, but since it has a random component you should be able to hit her eventually.
