Basically it is what the title says. I thought originally it was because I edited the save, but I did a full vanilla run through the first station got the conduit and then straight to Jade bought a pupper popper and it just locked me out from moving or doing anything.
Buying a pupper popper doesn't cause Gil to spawn and makes it so you cannot do anything.
