Leveled up the character to max on NT and then the level up feature became locked despite having not assigned the additional points. Nor did I choose the ability, I think. Save file attached.

Also, the max level warning activates with every sleep, and the codex is constantly flashing. You know, if I didn't need the willpower points, and the codex wasn't flashing, this bug wouldn't be too much of an issue.
