Brightwater Path

Is the Brightwater Path added for public builds yet? I checked with a Json editor and DHAAL_PARTY_CEOMET is set at 2. From what people said, I should be set for that path but there is no option to take my cousin's place. So is the Brightwater Path added for public builds or did I make a mistake somewhere?

Loaded up a test save, and it appeared for me. 0.9.045-PUBLIC#3105

If you didn't face Brightwater, IIRC, there should be an NPC encounter in the Brothel.
