It seems that you first need to win her trust, then discuss the option of getting a member. After that, you can give her some (I'm confused in the names of similar TF) pill. The tooltip hints at the possibility of finding it somewhere on NT, but I could not, and instead of searching on the wiki, it turned out to be easier to fly to Sera and look at her assortment of goods.

I know this drug very well. A long time ago, not true, and it was not with me that a story happened with an attempt to seduce a certain scout on Tarkus. I do not remember which combination was successful, but I remember Virection well as a TF capable of growing a second+ penis.

The button and its tooltip, as I remember, mentioned a specific name. And it was definitely not Virection, so I didn’t even try to give her this pill.

Yeah, I haven't actually checked Busky's shop in-game in a very long while, so I didn't know he had that; in retrospect, it makes sense that he would. Sorry for the accidental misinformation.
