Bothrioc quest

Hey folks. My Steele is 100% egg-slutted up and addicted to oil, and despite visiting every single Quadomme in the deep caves and having them say "I'll attend the Summit" or what have you. I've also acquired the counteragent from a scientist. Ara Kei simply doesn't have any further dialogue to advance the mission.

Anyone know what to do?

Is this the public build? If so, I'm afraid the quest isn't completable for full egg sluts right now.
