So noticed that the games blackjack dealer behaves kind of weird if the sum of its first two cards is below 17.

So based on what I understand about blackjack the dealer is supposed to flip the facedown card first, check the current value it has and then decide if it draws another card depending on its current value.
Instead it seems the game's system checks the dealer's current value before revealing the facedown card and if it is under 17 it draws another card without revealing the facedowncard. The number displayed as visible value is calculated as the sum of the first and the newly drawn card instead of the first two cards the dealer draw at the beginning of the game. Only then does it reveal the facedown card and add it to the dealer's total value.
That leads to the weird behaviour I quoted above. The game should have gone like this instead:
The facedown card is flipped to reveal a three of clubs for a total of 13.
Dealer’s hand: three of clubs, jack of diamonds.
Visible value: 13
The dealer draws a card: jack of hearts for a total of 23.
Dealer goes bust! You win!
So what do you guys think? Is the dealer's behaviour incorrect? Should I make a bug report about it?
