Bimbo Treatment on neuter PC missing a vag?

At first I thought this was a glitch but it looks like it may just be missing content. The Amazon treatment can cause a neuter PC to grow a vagina but for some reason the Bimbo transformation does not. There's flavor text in the game suggesting that it was meant happen

Maybe I am reading too much into it, but it seems to make more sense for steele to grow a vagina in a female transformation than the Amazon transformation.

If there is text for it, I think that means it's a feature and not a bug (ie the Bimbo-variant of the Treatment is not meant to make you grow a vagina)? But I seldom use the Treatment so don't quote me on that.
