Bimbo is a personality, so it doesn't affect combat in and of itself. If you mean a build based around tease attacks, your best bet is to get the following:
  • Near-maximum Libido (at least equal to 100 - Sexiness; see next point), to get your Tease Skill as high as possible. Tease Skill increases both the accuracy and damage of tease attacks, and is equal to Libido but caps at 100.
  • As much Sexiness as you can get. Sexiness both increases Libido and increases tease damage; the way the maths works out means that unless your Sexiness brings your Libido above 100, each point of Sexiness is effectively worth 5/4ths of a point when it comes to damage output.
  • Pheromone perks, to deal extra pheromone damage (a random number between 1 and your pheromone score) with each tease attack. You can get Alpha Scent from Lupinol, Jungle Queen Scent from Amazona and its variants, Musky Pheromones from Laquine Ears or Lion-O's/Pro's, and Pheromone Cloud from the Bull variant of the Treatment; all give +4 except Musky Pheromones which gives +5. There's also a perk that increases pheromone score when you're sweaty, but I think most enemies dislike sweat so I don't know if it's worth it.
  • Optionally, the Innocent Allure perk. It grants some Sexiness and causes your tease attacks to Stagger targets; however, it's exclusive to the Faux-Cow variant of the Treatment, so it's mutually exclusive with Pheromone Cloud, and one or both might be unsuitable from a roleplay perspective.
  • Some good options for dealing physical damage, as not all enemies can be defeated by lust damage.
Other things to note:
  • Ice Cold (inverts the normal relationship between Libido and Tease Skill while the former is below 50) is useful early game when your Libido is low, but your maximum damage output is noticeably lower as it effectively scales with 3/4ths of your Sexiness rather than 5/4ths without Ice Cold. Also, it's harder to reach 0 Libido than it is to reach 100.
  • As of now, none of the classes have any perks related to tease attacks, so it doesn't matter which one you pick.
  • Your physical appearance will also affect how much damage you do due to enemy sexual preferences. There's no hard and fast rule for this, though I recommend being a bipedal non-neuter and keeping yourself clean of cum (Nova can do that for you if you have her).

For class, I went with Tech Specialist for more shields. The drone puts in its own damage every turn without the need to actually equip one, leaving an accessory slot open. For equipment:

Melee: Widow's Kiss
Ranged: Heavy Slut Ray
Armor: Grey Goo (You can modify it to add sexiness by exposing certain body parts)
Shield: Prototype Pirate Shield
Accessory: Allure Brand Pheremonal Body Spray
Under Bottom: None (You get +3 Sexiness for this and no unders go above three)
Under Top: None (Same as bottoms)

  • Near-maximum Libido (at least equal to 100 - Sexiness; see next point), to get your Tease Skill as high as possible. Tease Skill increases both the accuracy and damage of tease attacks, and is equal to Libido but caps at 100.
You want it high, but I don't know if you need it maxed out. ~80 seems to be plenty. If you absolutely, positively need to max out Libido, you also want Corrupted. Isn't there a (soft) cap of 30 damage? Or did that get removed?
Having high Libido means you max out your passive gain cap very quickly, leaving you vulnerable to Lust attacks in return. Since passive cap is 75% of your max, instances of Inhuman Desire also increase the difference between passive cap maximum Libido.
Sources of Inhuman Desire are often sensitive to the order in which they are applied. To max it out, you need to get Dollmaker (+15) first. Mitzi can give you another +15 here, but you also get Easy. I don't think it's worth it. Then the Treatment (+40) and Dr. Po's VR Adventure (+20). If you did Amazon from the Treatment, Amazonian Needs stacks for +40 to minimum Lust, but it doesn't stack with Treated Readiness (+33). I think you can do them in either order, technically. Does Treatment (Amazon) also increase Amazonian Needs by 20 if you already have it?
Note: Acquiring Musky Pheromones requires having a penis in both cases. Pheromone perks will not be removed by any transformatives. so you can freely change yourself afterward.
Amazona also can give Energized Libido. In addition to it's stated effect, it also always prevents Energy loss on orgasm. If you're going high Libido, it's probably worth getting.
I'm not sure if Pheromone Sweat is a net bonus or not, either (vs targets that don't like Sweat). However, it simply does nothing if you're not sweating, so you might want it just to complete the set.
Ice Cold deactivates above 50 Libido, so it's technically never detrimental.
Chill Pills are an effective, if expensive, way to decrease Libido and are more effective the more Libido you have. Also, fighting the Zil in Esbeth's prison is -1 and the Huskar Twin foursome with Anno is -2 (1/day).
  • As of now, none of the classes have any perks related to tease attacks, so it doesn't matter which one you pick.
True, but high Sexiness has a loose correlation to high Evasion, making Sexy gear more synergistic for Smugglers than other classes.

Armor: Grey Goo (You can modify it to add sexiness by exposing certain body parts)
Under Bottom: None (You get +3 Sexiness for this and no unders go above three)
Under Top: None (Same as bottoms)
If you're getting Sexiness from exposing body parts but don't have underwear you're also increasing your Exhibitionism score. Might or might not be a problem. Also, Tavros does not allow public nudity, but I suppose you can just reconfigure the armor in that case.

I've been able to go through Tavros nude for the longest time. I think it has something to do with having Latex Skin or having Gel Body.

Long hair, tails, 'fluffy' fur and wings can help you count as non-nude, depending on what you need to cover.

According to the code, the cap is supposed to be 30 plus whatever's needed to get past Lust Defense, and scales with Max Lust. So, the effective cap is 30% of the target's Max Lust plus their Lust Defence. Base damage is 10 + Sexiness +1/4th of Tease Skill, so having 100 Tease Skill and 11 Sexiness gives a damage of 46. That won't even deal max damage to opponents with over 16 Lust Defence (which is quite possible for late-game enemies) or whose Max Lust is above 150 (also not uncommon among late-game enemies); in practice, given that enemy Lust Defense scales with both level and Willpower, I think that means it would be worth near-maxing out Libido in the later parts of the game. Then again, that code is two years out of date, so something may have changed since then.

Plus, when I say 'max Libido' I mean '100 Libido'; any more won't improve Tease Skill, and you don't need Corrupted to reach it (though many sources of Taint also increase Libido, and most uncapped Libido gains also come with Taint gains, so if you're not careful you might just end up with it anyways).
Having high Libido means you max out your passive gain cap very quickly, leaving you vulnerable to Lust attacks in return.
Lust gain at 100 Libido is around 1 every 5mins. I find that, unless you're somewhere with long travel times between squares, that's quite manageable, especially if you fuck your enemies after beating them (or masturbate right after). Having high Willpower also helps reduce vulnerability to Lust-based damage, for both the Lust Defense it provides and the chance to simply ignore (or at least get reduced effects from) most enemy Lust-based attacks. Do note that most sources of Ditz Speech come with Willpower losses, so only put points in it once you're done getting everything else.

Personally, I find having to stop and masturbate every few minutes very annoying, which factors into my feelings about it. Lust weapons are also more effective than Teasing a lot of the time.
Having high Willpower also helps reduce vulnerability to Lust-based damage, for both the Lust Defense it provides and the chance to simply ignore (or at least get reduced effects from) most enemy Lust-based attacks.
Notably, Sexy Thinking (Cow/Amazon Treatment) incentivizes keeping Willpower low.
Do note that most sources of Ditz Speech come with Willpower losses, so only put points in it once you're done getting everything else.
I usually train with Ramis, which takes care of Willpower. That said, yeah, you don't want to put too much focus on boosting it until you're done with things that reduce it.
