Berwyn's Quest

So I've had Berwyn as an active companion for awhile now and I was expecting his mistress to show up and get the opportunity to finish his quest line, but she hasn't appeared. Has his quest line not been written yet and have I been making him tag along for no reason?

FYI, the length of time something's been in the game isn't a good indication of when content will arrive. Arona went a year between being able to finish Right of Conquest and actually recruiting her for example. Another example would be Cat Call, which also just had its last phase completed pretty recentl even though that's a quest that starts right at the beginning of the game.
