Do you mean as a normal masturbation scene? As one version of the Treatment unlocks it (Cumcow iirc) so maybe because until that bit of mental rewiring Steele never considers trying it? A lot of characters have to have a suggestion to take certain tfs because not every being in TiTS is as big a tf hound as most Steeles, same could hold true for base Steele never deciding to try that bit of self pleasure?
