Because I've done everything you need to do to unlock them, and I've just been having my character sleep over and over for the past 20 minutes and nothing's happened yet. Not even any other dreams.
In response to your question, I tried it. In addition to the requirements listed on the Wiki, I'm pretty sure you have to be on New Texas. Regardless, I couldn't get it, either. I suggest filing a bug report.
