What item do I need to give her the HorseCock? I've tried having both the A.H.Cock and the HorseCock in my inventory but the option still states "You haven't discovered the mod you'd need for this." Am I using the wrong items?

No, the Horse-Cock is the right item. It's just that you need to unlock the SynthSheath Codex entry to use it on her, which requires using one on yourself or another NPC first.
