So it seems there are some ways to raise the addiction level at all levels (not inc max) but I can't seem to lower addiction without the debug buttons once I hit a certain level. Is this by design or just incomplete implementation?

Given the text when you mouse over at the highest levels I'm guessing that's intentional. Much like Red Myr Venom addiction.

I think that, at that point, it's less that Ardia's cum is addictive, but more that Steele has let her push them around dominate them enough that the two consider themselves to be in a proper alpha-beta relationship. So Steele could get less addicted to Ardia, it's just that neither of them want that to happen. Luca is much less keen on letting someone get addicted to her, so she doesn't complain if Steele decides to get less addicted to her (which isn't too hard, considering that Luca's cum is less addictive in the first place).
So it is a the left hand does not know what the right hand does like situation similar to CGL Shadowrun?
That's a common problem when it comes to TiTS content; everyone wants to do their own thing, and few are patient or willing enough to go through all existing content to make sure that their own content is consistent with every single detail.

Nah there is a difference between Luca now and Luca about when that happened. Back then Luca had tried to use suppressant to not get her best friend addicted what sadly happened because of her gendefect. Telling about Nora clarifies, that an addiction to Alpha Dzaan cum can go weaker over time like those for other drugs too. Right now for preventing it happens again she modded herself so much, that her cum right now is not a narcotic but an aphrodisiacum which is still addictive but not so much like Dzaan cum.
Though I find it still strange, that we can not talk to Anno about a solution for this addiction before it happen so we can prevent it from happen after we learn that from Ardia if she did not get us addicted already by force from Agrosh.

When I said "in the first place", I meant that relative to when Steele can fuck Luca i.e. after she took mods to reduce her cum's addictiveness.

It's possible to talk to Anno about the solution before Steele gets addicted, so long as they don't have sex with Ardia before recruiting her, then asks her for sex once she's recruited but backs out upon finding out about the potential for addiction.
