It's really recent, was posted somewhat today as announced on their twitter.

Ya I just saw it from some of the people I follow on there. Guess Patreon learned the hard way like Bethseda did when they tried to roll out paid mods. DO NOT PISS OFF YOUR CUSTOMERS, be they artists or those supporting artists.
