Amber can be found in Mhen'ga's Encounter Tiles as a random encounter.
I think she spawns more often on the Darker Green areas (But I do not think she can be encountered in the Vanae area).
You can increase her encounter rate (by up to x3) by getting the 'Mare Musk' status effect.
You can easily get this effect from having sex with Aina and then not showering.
Also note, to actually recruit her you need to get the Taur-Centric Equipment from Urbolg. (And have sex with her at least 5 times)
