Steam region-blocked all adult content for Germany that does not have an USK rating. USK is the age rating authority in Germany (similar to the ESRB or PEGI) and all you need to do is go into the Steamworks settings under Ratings and change the USK rating to 18.

I bought the game when it launched on Steam which was before the block but I am still unable to access the store page.

We can't just change that without actually getting a rating, and the USK isn't going to give our game a rating that will get past the national restrictions. :p

Ye, good luck with buying in germany. You can change ip to a different country so you can see the store page of steam, but then if you wanna buy the game then your account has to be from the same country as your current ip is from.
I can’t remember if you were able to change your country on steam but I do remember that I once had problems because my bank address also belonged to another country than my ip and steam again told me to go fuck myself.

So whenever I wanna buy a game that’s banned in germany, I just ask a french friend to gift it to me.
Then you only have to change your ip to install the game. Thankfully that at least works without problem.

edit: Oh, and don’t bother asking a turkish friend to buy it for you. The game might be super cheap over there on steam but somehow gifting stuff there is blocked.

Intra-rregional speculation on Steam between CSI countries (and Turkey, and some other) and the lands of full price was a pretty lucrative business before it got shut down. I remember my and a couple of my friends' gaming budgets easily doubling from engaging in it on occassion.

Though last I checked the Steam changed the policy so that you could still gift games from those regions, but the recipient needed to pay off the price difference. Has it been changed again recently?

Didn’t work at all for us. At that time I thought that turkey just respected Germany’s ban on certain games and the that french just don’t give a fuck, but I’m not sure anymore..

Note: I bought the game like 2 months ago max.

Jeez Germans sound more frigid than us British.. how can a country even have the right to ban certain whatevers? It's not like it's child pornography.

Australia says "crikey, mate, you sure don't need all that gore in your vidya games" and Russia says "set the rating to 18+ as soon as these two boys/girls look at each other funny".

It’s not outright banned. I haven’t been too clear on this I’m afraid. Germany just forces the provider of adult content to make sure that customers of said content are of age. Sending in a picture of your passport is the first thing that comes to mind.
But Steam can’t be arsed with implementing a system that can in some way make sure that their customers are adults and so they just blocked all adult games in germany.
