5.28 Annika's Freja Event not triggering

According to the wiki, Annika has an event with Freja which presumably triggers on Aileh's square. However, it is not triggering for me. Has this been coded into the game yet? If it has, this seems to be a bug. I have attached a save file for convenience.

It's written and coded, but I don't think the flag's been set to activate the event. Thanks for noticing!
