Petra's Phasic Whip is automatically 'modified' to better suit Steele's Class when obtained. Kineticists don't have one.

soandso (the writer) had mentioned once about coming up with a new variant after kineticist released but never seems to have done so. this isn't likely to be "fixed" until they do so, unless they okay someone else doing it
