Having an item with the Power Armor flag (inventory or equipped) doubles time between rooms, unless a Power Armor Armor is worn.
Cybernetic Exoskeleton doubles the time whether it's worn or not. It also doesn't reduce the penalty when carrying Power Armor weapons.

40+ Physique & Bigger Guns don't remove the penalty, either. But that may not be a bug.
Also, I don't think the slowdown is documented anywhere.

Hopefully fixed for the next release. The check was only checking if your character is wearing power armor armor and not power armor accessories.

I ended up using the same check for being able to use a power armor weapon. The logic being if you can use a power armor weapon in combat (yes, this includes the "Bigger Guns" perk and physique checks), you should be able to carry such items efficiently out of combat. This should also make the check less confusing on when the movement penalty should or shouldn't apply.
