This probably falls under "you're holding it wrong," but i'm throwing it here just in case. I am a full Galotian, but I have used the Rubber-Made in order to gain the Black Latex perk, and thus had latex skin. Using the Goo Core in this state results in the Intelligence and Willpower gains not working. However, reverting my skin results in the bonuses working as intended.
