Tried both purchasing from Inessa during Halloween via cheats and manually adding the item in with cheats, neither work. Item should grant the Witch's Corset, Panties and Robe. This was working in version 0.9.037, prior to a related bug fix about certain items not being equippable/usable that also broke some items like the omnisuit.
