I can't bump into this encounter at all...

It seems to be Myrellion & later. Supposedly, it's a 50% chance, if you get a Ship combat at all. I assume you've unlocked Zheng Shi.
Naturally, you'll run into one the moment you don't want to.

The default encounter rate is low enough (even with 'Faster') that I think there really should be a 'Looking for Trouble' mode. Especially now that Ships have an internal map. If you fail to get an encounter, you have to get back in your ship and manually move to the cockpit to try again. But that's a different issue.
