As far as I can tell, this can never happen.
1. Enemies always stand up at the end of their turn.
2. If I manage to Trip the target with Rough Leash during the attack itself, I don't get the bonus damage.
Additionally, Mercenaries don't have any in-Class way to Trip. The only way to inflict it is via Trip Chance weapons and there are only two: Rough Leash (Melee, Energy Weapon), Hailstorm (Ranged). Making it vs Trip locks any player that wants to take advantage of it to using Rough Leash.
Please consider making it vs Stagger instead. That way, it would synergize with Lunge.

The cooldown doesn't reset at the end of combat. The cooldown also doesn't decrement if the player runs away.

It should probably be switched with Sturm And Drang. Currently, it's on the Ranged side.
