[0.9.042-Public-Windows] Unable to encounter 4th Bothrioc Quadomme

I've been walking in circles in the Myrellion Deep Caverns for a couple of in-game days trying to encounter the fourth Quadomme without any luck. Is there a prerequisite not mentioned in the wiki, or is it a bug?

I think i encountered this b4, i cant remember the details but i think its locked behind something. Like the Myrallian main quest or something. Sorry i dont have more info.

The fourth one is Fei An Strozo. You must be level 8+. The diplomacy quest must be active and you must have succeeded in inviting the other 3 to the summit.
