[0.9.038-BACKER#2914] Can't Unlock Stellar Tether for Main Quest

I might be missing something or the way to unlock this quest changed since I last played, but I have gone to the same area I have in all previous playthroughs to start the Stellar Tether quest and the cop NPC is nowhere to be seen. So, I am stuck on Tarkus without a way to move to Myrellion. I already received the email from Anno about strange happenings. Save is attached below.

Thanks for the report and save but there is already a fix for this in the next patch. The quest is active you just cant see the square.

In the meantime, if you stand on the taxi platform you should see that the right move arrow is active which will allow you to move onto the quest map despite not seeing the room on the map.

I am going to leave this open until the next patch is released to help prevent it from being reported again.
