[0.9.032-PUBLIC#2813] second shot perk doesn't work with tease or psionic weapons

Title says it, I'm playing a tech specialist with the second shot perk and it works fine except w/ tease and psionic ranged weapons.
I've tested with Heavy Slut Ray (psionic), Slut Ray (psionic) and the Goovolver (tease) (none of which fires twice).
Myr Venom Thrower (drug) works fine, so it's not lust weapon specific.
Here's 3 screenshots from the same fight showing this (notice how its only the last one that fires twice):

The Slut Rays and Bimbolium Emitter are Energy Weapons, you can Overload them.

They do work with Mercenary's Rapid Fire, which also gets the benefit of Second Shot (4 shots total). This is the only way to benefit from Heavy Slut Ray's 'Bonus Hit Rate'.

Also, the Advanced/Heavy Slut Ray and Bimbolium Emitter have Crit Bonus, but I don't think they can actually Crit.
Edit: Unless Rapid Fired? But even then, it doesn't seem to actually increase damage.
Heavy Slut Ray: 2 Crits (15, 16). 2 Non-Crits (20, 15).
Likewise, Goovolver and Royal Shard Bow (which also have Crit Bonus). They can say they Crit, but the damage doesn't seem to actually increase.
If Crits don't do anything for these weapons, it seems like wasted stat budget.
