Megrez on Myrellion will appear in the planet's spaceport for a one-time or lifetime repair subscription too. I haven't subscribed to his lifetime for 35,000 credits, but his one-time repair works instantly to full and varies price by how much needs repaired it seems.
Fixed it.
As part of reworking almost all of the ship implementations I'd split apart hangars from repair systems - over-time repairability (with the exception of Shekka) is driven by a new room flag that I'd forgotten to put on rooms once I'd gotten it working.
