According to the hotfix, 'It also has moved Elthara from arriving every 14 days at the Wayfort to every day ending in 0.' This is not true - she is arriving every 10 days. I had her visit on a day ending with 4 (pre-hotfix I had her in Wayfort), and now her visit occurs every day ending in 4 
If you progress to the next day in the attached save, her visit triggers. There can be some events occurring before her message pops up.
So either the game has a bug, or the patch notes were wrong
